Framework Documents outline institutional options; ceasefires largely hold

The Framework Documents

In 1995, the British and Irish governments published the 'Framework Documents'. These outlined potential institutional options for Northern Ireland, the Republic of Ireland, and the relationship between them. The ceasefires declared the previous year largely held during this period.

The Documents

The Framework Documents proposed new institutions for Northern Ireland, including a devolved government and a cross-border body to facilitate cooperation with the Republic of Ireland. They also suggested changes to the Irish Constitution to remove the territorial claim to Northern Ireland.

The Reaction

The proposals were met with mixed reactions. While they were seen as a positive step towards peace by some, others viewed them as a threat to the Union with Britain.
